Mary's struggle to collect child support began as soon as she and her husband divorced 1991. For seven years, Mary only received sporadic payments from her ex-husband. She took him to court over and over again, but after a few months of paying, the checks would eventually stop.

"I was never able to get child support unless it was forced on him," she said. He always had an excuse for not paying child support - 'I'm trying to pay my fines,' 'I don't have any money.'

"Maybe we can have a Christmas this year!" she said.
